Fred Joe

Director

Fred Joe is a respected Elder, Indigenous leader, and influential contributor to community governance on Moa Island. He holds a Bachelor’s Degree in Community Development and applies this knowledge to advance practical community outcomes, policy engagement, and grassroots capacity building across the Torres Strait.

Fred is a former Kubin Community Councillor and has also worked as a Teacher Aide, supporting young people in their education and personal development while modelling cultural pride, discipline, and leadership.

Fred is deeply engaged in art, culture, and traditional practice, teachers traditional dancing and cultural craftwork, is skilled in traditional wood carving, and is an established visual artist specialising in painting and printmaking.

His art practice reflects Mualgal identity, cultural teachings, and lived community experience.

Fred currently serves on the Moa Arts Board and is a Board Member of the Mualgal Registered Native Title Body Corporate (RNTBC).

Through these governance roles, he contributes to decision-making processes that support cultural empowerment, community planning, economic participation, and the advancement of Mualgal land and heritage interests.

With a strong commitment to self-determination, Fred continues to champion pathways for community-led development and the strengthening of the next generation of Torres Strait leadership.
